Starting March 17, 2025, the way offers are handled in competitive real estate situations is changing across British Columbia. These changes aim to give sellers more flexibility and ensure a fair and transparent process for buyers.
In this blog post, I’ll break down exactly what’s changing, why it matters, and how it could affect you.
What’s Changing?
🔑 1. No More Irrevocable Offer Instructions (IDRPO)
Up until now, sellers often signed an Irrevocable Direction Regarding Presentation of Offers (IDRPO) form, which locked them into specific offer dates and times.
As of March 17, 2025, that will change.
➡️ The IDRPO form is being phased out and replaced with a Direction Regarding Presentation of Offers (DRPO) form, giving sellers more flexibility to adjust their offer strategy if needed.
This allows sellers to respond to market conditions, personal circumstances, or other factors — while still maintaining fairness.
📣 2. Clear MLS® Instructions for Delayed Offers
If a seller chooses to delay offer presentations (for example, "No offers until Friday at 5 pm"), this instruction must now be posted clearly on MLS® in both the Public and REALTOR® Remarks.
➡️ Exact wording required:
"No presentation of offers until (a specified date and/or time)."
This ensures that buyers and agents are fully aware of when offers will be reviewed — supporting transparency and leveling the playing field.
💥 3. New Rules for Handling Bully (Pre-Emptive) Offers
Sometimes, a buyer may submit a bully (pre-emptive) offer before the scheduled offer date. With the new rules, if a seller wants to consider that offer, the following steps must be taken:
✅ The listing agent must update the seller's written instructions (DRPO) to reflect the new offer review time.
✅ The listing must be updated on MLS®, including Public and REALTOR® Remarks.
✅ All interested buyers/agents must be notified and given an equal opportunity to present an offer — before the seller looks at the early offer.
This ensures that no buyer is left out of the process and everyone has a fair shot, even in a competitive situation.
What Does This Mean for Buyers and Sellers?
🔑 For Sellers:
You’ll have more flexibility to adjust your offer presentation timing as your situation evolves.
You’ll still be required to follow clear procedures to ensure fairness and avoid conflicts.
🏡 For Buyers:
You’ll benefit from increased transparency — any offer delays or early offers must be disclosed properly.
You’ll have a fair chance to compete, even if a bully offer comes in.
Why These Changes Matter
These updates were made after guidance from the BC Financial Services Authority (BCFSA) raised concerns that irrevocable offer instructions could limit sellers’ ability to act in their own best interest.
Additionally, the new rules help prevent REALTORS® from being caught between client instructions and regulatory compliance — creating a more balanced, transparent process for everyone involved.
